Promoting Prevention and One Health in the Revision of the UN Pandemic Prevention, Preparedness, and Response Declaration

The High-Level Meeting on Pandemic Prevention, Preparedness and Response (HLM PPPR) feeds into the revision of the UN Political Declaration (2023), currently under negotiation. The HLM PPPR will take place at the UN General Assembly from June to September 2026. PREZODE is engaged in this process.

Call on world leaders

Published on June 29, an open letter initiated by PREZODE, signed by 130 international experts from more than 50 countries, calls on UN Member States to make prevention at source a core pillar of the future political declaration on pandemics and to provide sustainable financing for the frontline communities, scientists, veterinarians, health professionals, and surveillance networks that serve as the world’s first line of defense against emerging diseases.

The urgency to finalize the process is shared by many global officials. In an open letter published on June 15, 2026, Brazilian President Luiz Inácio Lula da Silva and WHO Director-General Dr. Tedros Adhanom Ghebreyesus called on world leaders to finalize the Pathogen Access and Benefit Sharing (PABS) annex of the WHO Pandemic Agreement.

In a statement issued on June 9, the EU highlighted key priorities for the political declaration: strengthen efforts toward a more effective, coordinated global architecture, and accelerate implementation of existing legal and financial frameworks.

PREZODE’s involvement in the overall process

PREZODE advocates for stronger integration of emerging risk prevention within a One Health approach as part of the revision of the PPPR UN declaration and is an active member of the Group of Friends of the HLM PPPR High Level Meeting, co-convened by the Independent Panel, the Elders, FOUR PAWS, and rani (Resilience Action Network International). In May 2026, the Group has listed Key Asks in a document entitled “Increasing Ambition, Closing Gaps, and Delivering Change at the 2026 High-Level Meeting on Pandemic Prevention, Preparedness, and Response“.

The Group of Friends was invited to the multi-stakeholder hearing, a preparatory process of the UN High-Level Meeting on Pandemic Prevention, Preparedness and Response (PPPR), planned for September 2026. Organized by the Office of the President of the UN General Assembly at UN Headquarters in New York on June 9, the hearing brought together stakeholders, including civil society organizations, Member States, academics, the private sector, and medical associations. Discussions focused on equitable access, multilateral cooperation, and resilience. The session also underscored the need to finalize global treaties and effectively implement the amended International Health Regulations to ensure future global health security.

Participants emphasized the persistent threat of emerging and re-emerging pathogens, pointing to recent outbreaks (such as COVID-19, Ebola, and Mpox) as stark reminders of global vulnerabilities.

Closing the gaps in pandemic prevention, preparedness and response: Our Urgent and Collective Responsibility

Dr.  Christina Pettan-Brewer, a member of our Steering Committee, delivered a statement on behalf of PREZODE. Reinforcing the initiative’s mission– Prevention at the source- she underlined the “direct and fair participation of local stakeholders and communities in the development of solutions and in the sharing of the various benefits arising from international efforts” promoted by PREZODE. She further called on investment- an imperative as much as an investment- warning: “The cost of inaction will be measured not only in lives lost, but in species lost, ecosystems lost, and opportunities lost for future generations”.

The 2026 Political Declaration on PPPR offers the opportunity to focus on enabling effective implementation of and political support for commitments on pandemic prevention via One Health, thereby protecting global health. In September 2026, Dr. Marisa Peyre, PREZODE co-founder and Global Science leader, will participate in the HLM PPPR meeting as part of the revision of the PPPR UN declaration (from 2023) under negotiations.

PREZODE has been involved in the Intergovernmental Negotiating Body (INB) established by the World Health Assembly to draft a pandemic instrument, which was unanimously adopted on the 20th of May 2025. During the One Health Summit in Lyon on April 6, 2026, PREZODE co-convened a side event to promote the prevention and One Health components as part of the revision of the UN PPPR declaration, with WOHA, FOUR PAWS, the World Bank Group, AVSF, ILRI, the Independent Panel, WCS, and rani.
