Held during the 9th World One Health Congress in Lisbon, the session presented practical examples of dialogue mechanisms operating at local, national and international levels. The discussion showed that, when consolidated, the efforts of communities and organizations can reach the global level.<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The WOAH\u2013PREZODE <a href=\"https:\/\/prezode-initiative.org\/en\/bridging-science-and-policy-the-woah-prezode-working-group\/\">joint working group<\/a> was established in April 2026 with one main objective: to strengthen the translation of scientific evidence into policy and operational action. This means enhancing governance, multisectoral coordination mechanisms, collaboration and stakeholder engagement. The session held on September 6 in Lisbon took place in this global context. Its aim was to provide examples of enabling environments, governance arrangements, community engagement, evidence-informed decision-making, and coordinated financing for prevention.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The conference brought together <strong>Nina Jamal<\/strong>, FOUR PAWS International; <strong>Dr. Jean-Hugues Caffin<\/strong>, CIRAD; <strong>Vu Thi Phuong<\/strong>, Ministry of Agriculture and Environment, Vietnam; <strong>Dr. Nitish Debnath<\/strong>, One Health Bangladesh; <strong>Dr. Laure Weber-Vintzel,<\/strong> The World Bank Group. Co-chaired by\u00a0<a href=\"https:\/\/prezode-initiative.org\/en\/member\/epidemiologist-and-deputy-director-of-the-integrated-health-research-unit-cirad\/\">Dr. Marisa Peyre,\u00a0<\/a>PREZODE, and\u00a0<a href=\"https:\/\/prezode-initiative.org\/en\/member\/chadia-wannous\/\">Dr. Chadia\u00a0<\/a><a href=\"https:\/\/prezode-initiative.org\/en\/member\/chadia-wannous\/\" target=\"_blank\" rel=\"noopener\">Wannous<\/a>, WOAH, the panel was moderated by <strong>Jeffry Acaba,<\/strong>\u00a0APCASO (see biographies <a href=\"https:\/\/prezode-initiative.org\/en\/meetings-and-events-at-the-9th-world-one-health-congress\/\" data-type=\"link\" data-id=\"https:\/\/prezode-initiative.org\/en\/meetings-and-events-at-the-9th-world-one-health-congress\/\" target=\"_blank\" rel=\"noreferrer noopener\">here<\/a>)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The discussions recommended to:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Institutionalize science\u2013society\u2013policy dialogue, with clear roles, accountability and representation.<\/li>\n\n\n\n<li>Involve communities and stakeholders from the outset and address power imbalances to build trust.<\/li>\n\n\n\n<li>Connect governance and dialogue across local, national and global levels through continuous feedback and learning.<\/li>\n\n\n\n<li>Invest in the institutional, human and financial capacities needed to sustain these interfaces and demonstrate their value for prevention.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">The need to <strong>build interfaces<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Dr Chadia Wannous<\/strong> introduced the session by outlining the current challenge for One Health: making it happen in practice, given its importance for prevention. She stated: \u201c<strong>We know that science doesn&#8217;t translate automatically to policies, and policies don&#8217;t translate automatically to actions<\/strong>. <strong>So, we need to build those interfaces, maintain them, and make them institutionalized.\u201d<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Dr Marisa Peyre<\/strong> underlined that engagement at central and international levels is crucial to support actions that start and end at the local level. <strong>\u201cIn the last five years, discussions through PREZODE with thousands of scientists and stakeholders worldwide pinpointed that this dialogue lacks space. They also have to be contextualized because there is no one-size-fits-all.<\/strong>\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Jeffry Acaba<\/strong> explained that his organization, APCASO (Asia Pacific Civil Society Network), based in Bangkok, Thailand, brings together 17 community-led and civil society organizations working on health, human rights, and social justice. Its main agenda is to advocate for community systems as an integral part of the health responses, including in One Health.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Joining voices to be better heard<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Nina Jamal<\/strong> spoke on behalf of the Friends of the High-Level Meeting on Pandemic Prevention, Preparedness and Response, a broad coalition set up to give a common voice in the pandemic negotiations and to underline the key role of prevention and community engagement in a One Health approach. This paved the way for these messages to be heard at the High-Level Meeting: <strong>\u201cTo come up with different understandings of what civil society organizations can do, it is important to<\/strong> <strong>make sure that everyone is heard before building with one voice a joint view on what the priorities are. That gives every voice legitimacy in the international processes.\u201d<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Competition vs collaboration<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Jean-Hugues Caffin<\/strong> shared lessons learned from Senegal and DRC experiences, pointing out how competition can jeopardize actions; for example, national One Health platforms can sometimes enhance competition rather than cooperation, as they promote top-down approaches that leave too little space for communities<strong>. \u201cWe need to enhance capacity building and empower community-based organizations. This is key to maintaining trust and understanding.\u201d<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Vietnam: From response to prevention institutionalization<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Vu Thi Phuong<\/strong> shared her experience as the National Coordinator from the One Health Partnership of Vietnam. <strong>\u201cWe shifted from a project-driven response to a standing national platform. One Health in the country started in 2006 from the avian influenza outbreak crisis, helping the partnership between avian and human influenza to coordinate at the ministerial level. In 2016, a technical working group was established, and national governance is now implemented with a dialogue platform to avoid resource loss and to connect society, science, and policy in one interface.\u201d<\/strong> The platform builds on the work of over 220 One Health partners in 38 cities and provinces. To raise public awareness, it also runs One Health field learning sites.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">The One Health Bangladesh journey<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Dr Nitish Debnath<\/strong> explained how One Health Bangladesh was implemented and institutionalized toward formal collaboration across sectors<strong>.<\/strong> Launched in 2008, the civil society platform advocated with the government and different parts of society, calling for a whole-society movement. In 2012, we organized a national workshop to develop a first One Health strategy framework. This dynamic brought a lot of change, demonstrated by a collaborative project selected by the Pandemic Fund and a partnership with the World Bank of $225 million. He stated: <strong><em>\u201cTo ensure the success of One Health projects, we have to engage other partners, youth organizations, as well as government and politicians in the different stages.\u201d<\/em><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">The role of development banks<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Dr. Laure Weber-Vintzel<\/strong> underscored that development banks look for cost-effective solutions. The World Bank Group\u2019s report, <a href=\"https:\/\/documents.worldbank.org\/en\/publication\/documents-reports\/documentdetail\/099530010212241754\">Putting Pandemics Behind Us<\/a>, quantifies the investment needed in livestock and environmental systems to prevent pandemics. <strong>\u201cIt costs less than 1% of the cost of COVID in 2020\u201d<\/strong>. She underscored that development banks only respond to countries&#8217; development needs, to which CSO may also respond. <strong>\u201cIn most countries, CSOs are now invited to discuss the national strategy on One Health. In a context where public investment money is at stake, if they present a strong narrative focused on their added value, they can become a co-designer of the project, with a dedicated budget line\u201d.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Looking ahead<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Dr. Chadia Wannous highlighted that the WOAH\u2013PREZODE Working Group will focus on translating these lessons into practical guidance.<\/strong> The work will include documenting experiences, developing a Science\u2013Society\u2013Policy Dialogue Handbook, identifying pathways to institutionalize dialogue mechanisms, strengthening meaningful community engagement, and developing approaches to monitor their effectiveness and impact.
