Under the title \u201cFrom Response to Prevention: Financing and Partnerships for Sustainable One Health Impact\u201d, the discussion brought together lessons learned and country practices.<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Prevention is not a cost\u2014it is an investment that protects health, economies, food systems, and ecosystems. Achieving sustainable impact requires moving beyond commitments toward sustained financing, stronger partnerships, and country-led implementation of One Health approaches at national and local levels. To raise awareness and provide solutions, the panel session brought together <strong>H.E. Prof. Abderahim Awat Atteib<\/strong>, Minister of Livestock and Animal Production, Chad; <strong>Ms. Elisabeth Dibongue, <\/strong>Secretary General of PREZODE; <strong>Ms. Cl\u00e1udia Fernandes de Brit<\/strong>o, Ministry of Environment, Climate Action and Energy, Cabo Verde; and <strong>Dr. Salvador Ngoande<\/strong>, from the Economic Commission for Livestock, Meat and Fishery Resources of the Economic and Monetary Community of Central Africa (CEMAC). Co-chaired by<strong> Andr\u00e9 Carletto,<\/strong> Senior Economist at the World Bank Group, and <strong>Dr. Marisa Peyre<\/strong>, PREZODE co-founder and Deputy Director of the ASTRE research unit at CIRAD, the panel was moderated by <strong>Dr. Chadia Wannous<\/strong>, Head of the One Health and Global Frameworks Department, at WOAH. <strong>Dr. Soawapak Hinjoy<\/strong>, President of the General Assembly of PREZODE, delivered the closing remarks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<div class=\"wp-block-buttons has-background-background-color has-background is-horizontal is-content-justification-center is-layout-flex wp-container-core-buttons-is-layout-7d812b4c wp-block-buttons-is-layout-flex\">\n<div class=\"wp-block-button is-style-outline is-style-outline--1\"><a class=\"wp-block-button__link has-pz-orange-color has-text-color has-link-color wp-element-button\" href=\"https:\/\/youtu.be\/A-kiaeHM_IU\" target=\"_blank\" rel=\"noopener\">Watch the replay<\/a><\/div>\n\n\n\n<div class=\"wp-block-button is-style-outline is-style-outline--2\"><a class=\"wp-block-button__link has-tertiary-color has-text-color has-link-color wp-element-button\" href=\"https:\/\/prezode-initiative.org\/wp-content\/uploads\/2026\/10\/050926-transcript-From-Response-to-Prevention-Financing-and-Partnerships-for-Sustainable-One-Health-Impact-reviewed.pdf\" target=\"_blank\" rel=\"noopener\">Read the full transcript of the conference <\/a><\/div>\n<\/div>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Opening the session, <strong>Andr\u00e9 Carletto<\/strong> emphasized the vast human economic cost corresponding to recent and current pandemics and epidemics &#8211; Ebola, avian flu, COVID-19, and many more. \u201c<strong>These events have shown how health security is key for us, as a world, as a community, to move forward and find solutions that help us to prevent these crises and, clearly, the economic cost associated<\/strong>\u201d. He underscored the World Bank Group&#8217;s efforts to prevent the emergence of zoonoses, notably by partnering with organizations at local, regional and international levels, for example through its support to the ongoing project between PREZODE and CEMAC. He opened the discussion with a question: <strong>&#8220;With today&#8217;s landscape of financing, how can we connect our financing sources to better use our limited resources?&#8221;<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Effective prevention really requires a whole-of-society One Health thinking<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Marisa Peyre<\/strong> recalledthat prevention has to be grounded in field realities and must engage local actors and communities as partners to identify risks and co-design solutions that are feasible and relevant for them. This can only happen through a One Health approach that links sectors together. Stating that\u201c<strong>One Health is not an objective in itself; it&#8217;s a way of thinking and working differently\u201d,<\/strong> she underlined that this approach takes into account the impact of actions on other sectors and makes it possible to assess both benefits and trade-offs: \u201c<strong>If our intervention reduces a risk but increases others, such as malnutrition or poverty, are we really improving the situation? Effective prevention requires a whole-of-society One Health thinking\u201d.<\/strong> The approach adopted by PREZODE relies on community-based surveillance for early reporting and early action, and on improving coordination and communication: interventions that are affordable, scalable, and sustainable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Pandemic Agreement has embedded prevention and One Health more firmly in the global health architecture, and as world leaders are meeting at the United Nations High-Level Meeting on Pandemic Prevention, Preparedness, and Response by the end of September. In this context, she stressed: \u201c<strong>Prevention cannot remain a declaration: it has to be translated into implementation and sustained financing\u201d.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Dr Chadia Wannous<\/strong> commented that One Health investment is not simply about finding more resources. It is also about changing where and how we invest, and making sure that investment reflects the multi-sectoral nature of the risks we are trying to prevent. She invited the panelists to share their perspectives at national, regional and international levels, to explore how this ambition can be translated into practice.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>National governance and <\/strong>transborder challenges<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>H.E. Minister Awat Atteib<\/strong> first gave a brief historical overview: Chad was among the countries to adopt the One Health approach relatively early, 25 years ago, by implementing joint human and animal vaccination campaigns. <strong>\u201cThis allowed us to pool services in human, animal, and environmental health, and it enabled us to reach nomadic herders as well\u201d<\/strong>. He explained that Chad has developed a national One Health strategy that sets out the main policy guidelines. In terms of governance, a multisectoral platform has been established under the Prime Minister&#8217;s Office, structured on four levels: an interministerial committee, a coordinating committee, a permanent secretariat, and technical working groups. The Minister underscored how truly essential regional cooperation is. <strong>\u201cThe movement of populations and livestock does not stop at borders. To this end, sharing epidemiological information, monitoring zoonoses and transboundary diseases, and coordinating responses with neighboring countries are key drivers of prevention.\u201d<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Building trust<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Elisabeth Dibongue<\/strong> presented PREZODE\u2019s work with local communities through the AfriCam project in Cameroon. She explained that the benefits of prevention go beyond health: it improves food systems, sustains trade and economic activities, and reduces pressure on ecosystems. She added: <strong>&#8220;Another important benefit is trust from the community. So when communities see that prevention protects them and their livelihoods, they are more likely to trust and to engage with the systems that are designed to protect them.&#8221;<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She also raised the need for countries and decision-makers to have evidence that reflects their own contexts. <strong>\u201cThey want to know, and they need to know, what this investment prevents exactly. What does it save? What does it protect? For example, what are the outbreak costs avoided? How many agricultural losses can be avoided? What economic activity can continue because an outbreak did not happen? To answer those questions, PREZODE and other prevention-oriented initiatives can bring value\u201d.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Cabo Verde&#8217;s national translation of  the Health Security Program in West and Central Africa<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Cl\u00e1udia Fernandes de Brito<\/strong> described how the Project Health Security Program in West and Central Africa, which aims to strengthen regional collaboration, supports Cabo Verde. Grounded in the One Health approach, the program translates into a structured effort to close the critical gaps revealed by the COVID-19 crisis: \u201c<strong>In March 2023, Cabo Verde\u2019s National Institute of Public Health adopted a strategic plan for the One Health approach to be implemented by the Multi-Sectoral Coordination Commission\u201d.<\/strong> She also highlighted the environment-health nexus. <strong>\u201cThe Health Security Program represents a transformative opportunity, not only to build a better health system for today, but also to create the resilient, integrated, and climate-adaptive health security architecture to face the threats of the 21st century.\u201d<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">R<strong>egional cooperation<\/strong>: the example of Central Africa<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For <strong>Dr. Salvador Ngoande,<\/strong> regional coordination implies working together, learning from one another, sharing information, human, logistical, and even financial resources. \u201c<strong>Therefore, the One Health approach is no longer an option, and nobody should be left behind as we depend on one another.\u201d<\/strong> The CEMAC region, which comprises Cameroon, Central African Republic, Chad, Equatorial Guinea, the Republic of Congo, and Gabon, faces constant health threats, including Ebola, mpox, and Marburg outbreaks\u2026 <strong>\u201cUnder the leadership and coordination of the CEMAC Commission, different stakeholders have harmonized surveillance tools with all the member states, demonstrating the value of regional partnership through the Central African Regional Sanitary and Security Plan, the urgent regional plan to reinforce surveillance at the borders, and other public goods, including the sharing of data, information, laboratory and capacity building, and a roadmap to prevent Ebola spread in our region<\/strong>\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Make prevention clear, practical, measurable<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In her closing remarks, <strong>Dr. Soawapak Hinjoy<\/strong> underscored a necessary shift in mindset<strong>:<\/strong> \u201c<strong>Instead of asking only how much that prevention costs, we should ask: what are the consequences if we do not prevent?\u201d<\/strong> Prevention creates value across many sectors, so we need financing approaches that recognize this shared value and support the collaboration over the longer term. <strong>\u201cWe need to make prevention clear, practical, measurable, and investable. Show the risk, show the intervention, show the impact.
